The OUTPUT of mencoder, as read by the lavf muxer, must not have B-frames. The 
INPUT to mencoder, i.e. the SOURCE videos, may have B-frames. You must only 
make sure the transcoding process (i.e. the relevant encoding options) does 
not produce B-frames.
