It certainly could be more clear...
As I understand, this option will introduce something called "soft
telecine", which basically means that we are tagging the file to be
telecined but the telecine will be done by the player: duplicated
frames will not be stored in the file. Am I correct?
This is not clear from the documentation. I actually read it elsewhere. 

And there are parts of that page that are even wrong. This for example:

"If your movie has 2.35:1 aspect (most recent action movies), you will
have to add black borders or crop the movie down to 16:9 to make a DVD
or VCD"

False. You don't crop the movie down to 16:9. You first select the
resolution at with the movie will be encoded (720x480, 704x480,
352x480, 352x240 for NTSC) and the DAR (Display Aspect Ratio), which
can be 4/3 or 16/9 for a DVD.

You then crop and/or scale the movie such that
the encoded aspect ratio is or*arr/DAR where "or" is the original aspect
ratio and "arr" is the aspect ratio of the resolution you are coding
to (1.5 if you are coding to 720x480). You then expand the movie to the
resolution you are coding to. 

For example, if I want to encode a movie of 576x304 with 704x480
resolution and DAR 4/3, I need the encoded aspect ratio to be
(576/304)*(704/480)/(4/3)=2.08. Since I want to use the full width of
the resolution, I will scale the movie to 704x338. See that
704/338=2.08. I then expand 704x338 to 704x480. 

Se that the movie is NOT encoded to 16/9 neither 4/3. 

And I have a doubt: in the table, the line for SVCD only mentions the
FPS of 30000/1001. Does it mean that soft telecine is not allowed?
