Sounds like it's just the standard black-level issue.

Japanese NTSC  (and European dual-standard TVs) use different black
levels than (standard) North American NTSC.  With every cheap (Asian)
DVD player I've seen, DVDs are just simply darker than they should be
(IRE0 instead of IRE7.5).
