sorry but I profoundly hate soccer, thus I won't help with encodes like 
that ;)
anyway
1) just giving a file the .mpeg output doesn't tell mencoder to output 
an mpeg file
2) -ss doesn't work reliably with mpeg files (except some cases, such as 
when
working on an mpeg file generated by mencoder itself)
3) "doesn't work" doesn't accurately describe the real problem
