It can't really maintain smooth motion, you can at best blur over it,
and I'm certain quite a few people will hate you for blurring things (at
least I tend to strongly notice bluring but usually don't care about low
fps - as long as it is constant).
Anyway, have a look at temporal denoising, e.g. -vf hqdn3d, that should
provide for some kind of motion blur effect. And check if the result is
better if you have softskip before or after it.
