Well. Here is the command line where I did experiment with fixed_quant.
mencoder -oac copy -ovc xvid -xvidencopts
hq_ac:nogmc:nopacked:fixed_quant=10:vhq=4:me_quality=0 -o "$b".avi "$b"

And I could obtain any acceptable quality at small enough file size.
That is opposite to lavcodec that did the trick. Yet I like to perfect
all I do, so if You have better solution, please, share it with me. I
would change my opinion on xvid as well as x264. And even some
optimization better quality/filesize relation with lavcodec.
