Could you show me how the command line would be like?

mencoder -oac pcm wav stream.asx -o teststream.mp3 ???

Use mplayer to output PCM WAV -- perhaps to a fifo to save disk space. 
Then use your favorite audio encoder...  lame, oggenc, mppenc, faac,
etc.
