If I understand you correctly...  No.  You *can* potentially change the
FPS, without reencoding a video, but it's not as easy as a single
value in a header.  It also has several potential problems.

Audio, however, definately has to be reencoded to stretch it to length,
and resample it to the proper frequency.

Many people wonder the same thing.  

The only possible answer I can come up with (that doesn't make them
sound like complete fools) is that they are using some old equipment
that only handles interlaced video, then they just join the pieces
without caring about progressive displays.
