NTSC DVD, but no deinterlacing? No inverse telecine?
I've never seen a 30fps progressive NTSC DVD before.

Hmm, then why aren't you replying to him, rather than reposting

You'll want to try playback (not encoding) with -mc 0, and possibly
encoding all with -mc 0 or -mc 10 (without -noskip).
