[MEncoder-users] undersized x264 encodes?

I'm running the latest (10.25) win-32 build of mencoder from Celtic Druid
and I'm having a problem with undersized x264 encodes.

Calculating exact audio size  = 21163.6484375 kb
Scaling to 512
Using 250 mb per 30 min
Desired Video Size = 161119
Mencoder bitrate = 1005

I'm calculating my bitrates by dividing my desired file size in kilobits by
the duration of the video and the same method is producing very accurate
results using xvid.  Am I setting up my x264 options incorrectly or doing
something else incorrectly?
