mencoder mf://some.jpg -ofps 25 -mf fps=.2:type=jpg -ovc lavc -lavcopts
vcodec=mpeg4:trell:keyint=25 -vf harddup -oac copy -of avi -o output.avi

i.e. Use fps=0.2 and -vf harddup
