AFAIK that problem is specific to the latest revision of the PSP software
past versions supported pretty much any bitrate as long as the header claimed
it was not too high (i at least never had a problem with too high bitrates),
and somehow i think the psp is able to play higher resolution video too
IMHO, the thing is intentionally crippled at the software level, somehow
reminds me of of M$s attempt to keep their msmpeg4v3 codec from being used
with avi and only allow it to be used with asf
another thing is that the psp only supports 24khz audio with mpeg4
while with h.264 apparently only 48khz works
