Hi - have you checked that sipr3260.dll is in the same
directory as mencoder.exe?
I had this type of error message due to mencoder.exe not
finding the codec. I'm using the same Windows version of 
MEncoder as you. It seems it doesn't look in the codecs
directory, and you must put the codec in the same directory
as mencoder.exe.
