It may also be possible via cygwin, but I don't really know much about that, or if that kind of harware is supported. I found this link:

on Windows XP.
I see from the docs various Linux examples, such as "device=<value>
Specify TV device (default: /dev/video0)"
 
Please pardon my ignorance; what's the Windows equivalent of
/dev/video0, if any?
