As long as you compiled with libdvdnav support in, dvdnav:// should
work, though none of the regular contributors of mplayer seem to have
tested it.

MEncoder should also support dvdnav. Roughtly speaking, mencoder is
just a patched version that outputs in a file rather that on a video
screen.
