Simply not possible with -ovc copy, and a lot of overhead that would be
completely unnecessary for 99% of users (myself included) who are happy
just going to the nearest keyframe.

Maybe it should be handled for the -sf (seek to frame)
command-line option that has yet to be created by anyone, but certainly
not for -ss
