vqmin=2 is the default. Default bitrate is, if I remember correctly, 600kbit/sec.
The picture probably looks quite excellent at that bitrate ;-)

In what way is it wrong? What do you expect from 48kbit? ;-)
I would try add lots of preprocessing, heavy denoise filter,
drop fps to 5 perhaps.
