The tech reason is pretty simple: no body in the open source world
knows precisely how wmv 3 are generated, therefore there's no true
open source version of it in the wild.
As far as the legal stuff in concerned, yes, implementing wmv3 de/en
coding is probably not permitted anywhere, but so are most video
codecs, yet ffmpeg is there, so who cares about the legal side? :-P
