You definitely don't need such insane bitrates. Ditch the acid (sorry
bad pun :) and read the mencoder manual in detail. It's impossible to
produce a decent encode without either using insanely high bitrate
(and most people would not consider a huge file decent anyway) or
having a thorough understanding of the factors that affect quality.
The docs team has done a really good job improving the mencoder docs
lately, so please take advantage of that.

At the very least you need to crop the black borders and noise/crap,
and you probably also want to denoise and possibly scale the video...
