No they're not.

Nope, it means pullup is failing to get enough good frames to output.
This means either it's deficient in finding them, or the input file is
horribly broken.

No, only if you use the wrong output framerate. (Also a few additional
duplications will creep in at scene-changes, but not nearly this many!)
