add to -lavcopts mbd=2:keyint=25:vrc_maxrate=9000:vrc_minrate=600:vbitrate=NNN:vrc_max_size=1835
(where NNN is the bitrate you want)

and -oac lavc (although using -oac toolame or -oac twolame gives much better
results)
