[MEncoder-users] what options are setted to optimize h264 file?

I will want to optimize h264 file size.
 I created h264 file using mencoder during 5 second( mencoder -tv 
driver=v4l2:width=352:height=288:chanlist=us-bcast:channel=25:norm=ntsc:adevice=/dev/dsp:audiorate=32000:forceaudio
tv:// -o tv.avi -ovc x264 -oac lavc -endpos 5 )
 result h264 file size -> 3M byte.
 I'm confused because h264 file is big~~~
