Taken from "Super Video Compact Disc - A Technical Explanation" by  
Philips:

... The audio streams are selectable by the user, and VBR coding is  
used for a more efficient compression. ...

Unfortunately this document is a technical explanation only and not the  
official specification for which they charged money. It nevertheless  
gives a good overview. It is no proof for VBR but an indication for  
SVCD I would say ;o)
