In some cases, VBR can be a problem but it's not always a problem. In my own
case, I use a D-Link DSM 320 Media Player to play my AVIs on my TV and it
definitely has sync issues with VBR, while these same AVIs play just fine on
my computer. Re-encoding the audio to CBR fixes this in every case I have
encountered so far.

Sometimes the audio is simply out of sync, however, and re-encoding the
audio won't have any effect there.
