Add ",harddup" after the crop and scale in the -vf switch?

Come to think of it, what if I skip the .avi and go straight to vcd, like 
this:

mencvcd the4400 -ofps 25 dvd://1 -vf harddup

Am I too off-topic with mencvcd?

My dependencies are good and I've converted lots of PAL films. If I was to 
put a Wenche Myhre show grabbed from Norwegian TV to view on a NTSC player 
can I use the above line for that?
