Quantizer 2 is not good quality for snow. It's comparable to somewhere
between quantizer 3 and 4 for mpeg4. Just do a viewing test or psnr
test with constant quantizer to confirm this. (And use postprocessing
for mpeg4; otherwise the blockiness will lead your eyes to think mpeg4
was more destructive.)
