[Libav-user] Do we need license from Dolby to use ac3, eac-3 decoding in FFmpeg

Hi,
I am wondering if we need to get any licensing approval from Dolby in order
to use ac3 and eac-3 decoding?
As per a weblink: "Patents relating to our Dolby Digital technologies
expire between 2008 and 2017."
I guess this statement is applicable more for ac3, not for eac3.
Please let me know if anyone can help on these Dolby licensing aspects and
have come across this situation before.
