[Libav-user] Av_seek_frame support on all input file format

Hi,
I'm modifing video decode example so that it start with some offset.
For this I'm using av_seek_frame API. But this works for AVI, raw video y4m
failing for mp4(h264), wmv.
Does this API is for all video format?
