[Libav-user] Header Missing while Decoding

I am trying to run ffmpeg c api documentation decode_audio.c, I have got an
error like

[mp3 @ 0x114fda0] Header missing
Error submitting the packet to the decoder

What is the reason for this, and how can resolve this?
