[Libav-user] How to compile dev from source

Hello,

I've managed to compile ffmpeg successfully with these instructions:
https://trac.ffmpeg.org/wiki/CompilationGuide/Centos
However, the dev packages are not present. How do I compile/add the dev
packages?
