[Libav-user] Does MP4 allow annex-b H.264 stream?

Hi all,

If I configure X264 to use annex-b and then don't set
extradata/extradata_size in ffmpeg so that raw annex-b streams are directly
written into file. (this way no Avcc atom is written)

Is such a file spec compliant?
