[Libav-user] parser PPS error

int ff_h264_decode_picture_parameter_set(H264Context *h, int bit_length)
in av_parser_parse2 the argument bit_length = 32
but avcodec_decode_video2 the argument bit_length=16
the same video data produce different PPS, anybody tell me why? thanks
