Current ndk version is r10e.
The following options have no effect, I suggest
you remove them:
--disable-shared --enable-static --enable-pic
--disable-postproc
I am not sure if --enable-hwaccels can work, I
suspect they do not exist in ndk.

I suggest you remove --disable-programs to test
where the issue comes from.
