-f only affects the muxer, ie it (automatically) sets 
some muxer options, target can affect both encoder 
and muxer (and it can force a muxer).
If you look at the source (ffmpeg_opt.c opt_target()), 
you will see that target is a very simple thing and 
that you can add targets, one for psp may be welcome!
