there may be some projects out there but "approved" by the ffmpeg
project, I don't know. For the task you describe, getting something to
work with libavformat and libavcodec should not be too difficult
although the learning curve is a bit steep at the beginning. I would
start with demuxing.c in the examples directory and then take a look
at the avformat_seek_file function to add the random access to the
I-frames.
