I meanwhile use the following:
        uint64 pts = frame->pkt_pts;
        if(pts == AV_NOPTS_VALUE)
        {
          pts = frame->pts;
          if(pts == AV_NOPTS_VALUE)
          {
            pts = frame->pkt_dts;
          }
        }

That works in my example cases.
