What happens if you use ffmpeg to mux the hardware-generated 
h264 file into mkv:
$ ffmpeg -i hardware.h264 -vcodec copy test.mkv
Is the resulting file seekable?

Could you provide a file that does not allow keyframe-seeking?
I am curious if the decoding can be fixed.
