[Libav-user] Creating devices with ffmpeg on board

Hello!
I'm going to use ffmpeg on some unexisting device(with linux on board) that will decode h264, vp8 1080p streams. This device is receiving encoded stream on input via internet, decode it and display via SCART or RCA. Yes, like in TV-tuners or similar devices. 

I have next questions:
1. Is it possible to create such device with ffmpeg?
2. Which processor's architecture is good for such task (arm i guess, but may be there is smth better?) ?
3. What minimal processor's frequency is required for such task?

I will also be grateful if someone will tell some additional recommendations on "how to start".
