[Libav-user] Change a Resolution of a Video

[Diego Carvalho Domingos]

I could resize the video using libswscale but I'm still get a bad
quality video after the encode. What would be the best parameters for
H264 in AVCodecContext? I've made a big search on the internet, tried
a lot of combinations but none of them worked. I appreciate any help.
