[Libav-user] avcodec_decode_video2

I can open it in VLC just fine. Also, I've generated the sdp file and
passed that file to ffmpeg and it opens the video fine. I just need more of
the RTP information than FFmpeg provides, so I've implemented a more
complete RTP layer using Live555.
