Sorry for the wrong advice, please try:
--enable-gpl --enable-version3 --enable-libmp3lame --enable-libtheora
--enable-libvorbis --enable-libvpx --enable-libx264 --libvo_amrwbenc
--disable-static --enable-shared

The name of the encoder is "libvo_amrwbenc"
