[FFmpeg-user] Change device setting from CLI?

Without knowing which camera, it's all a bit of a guess but this seems like 
an issue with a lot of cameras/drivers. Logitech is famous for not saving 
the settings, they even call it a feature. And there might be some "helpful" 
software that comes with the camera running in the background which does 
that reset.

At least with Logitech, I use an older version of the control panel and that 
usually saves/holds the settings correctly.
