[FFmpeg-user] How to download video stream starting at an earlier time?

That Youtube url is a livestream (video-url: "https://manifest.googlevideo.com/api/manifest/hls_playlist/[...]/index.m3u8") and as far as I know you can't "timeseek" a livestream.
If it is possible in browser, then the source most likely isn't the livestream.
