[FFmpeg-user] Custom User Agent Header not working

My command:
ffmpeg.exe -protocol_whitelist file,http,https,tcp,tls,crypto -user-agent

I simply have a server that logs the header on 127.0.0.1.
It outputs:
{ 'user-agent': 'Lavf/58.29.100',
  accept: '*/*',
  connection: 'keep-alive',
  host: '127.0.0.1',
  'icy-metadata': '1' }
The user agent has not changed to the one in the command.
Why is that?
