[FFmpeg-user] stuck on ffmpeg version 2.8.15

Yes. I noticed that that was happening so I’m not surprised it is version
2.8.15 but I wasn’t sure why version 3 was not downloading despite that I
was explicitly specifying it. Is it because ffmpeg version 3 is not
supported on Ubuntu 16.04?
