You have an RTX 2080 on the same system. See your nvidia-smi output.

To use an older driver, then downgrade nv-codec-headers to an older release
(see the branches it has via git) and maybe stick to a release version off
ffmpeg.

Ideally, you want to stick to the latest components as they fix noticeable
bugs.
