[FFmpeg-user] Can't cut on some frames number

I am trying to cut on specific frame numbers but this does not seem to
work. The 10th frame of the clip I am working is would be 00:00:0.416667
since the video is 24 fps.
When I run [ffmpeg "my_video.mp4" -ss 00:00:0.416667 -to 00:00:1.208333
"my_clipped_video.mp4] I lose the 10th frame and my clip starts on the 11th
frame. I seem to notice this with ms that end in repeating numbers so how
do you clip on a exact frame?
