I believe the correct way to do this is "soft-telecine" which is
not supported by FFmpeg but MEncoder.

The alternative is to duplicate frames which will not look nice:
$ ffmpeg -i input -target ntsc-dvd out.vob
(This implies -r 30000/1001 iirc)
