if you compile something from source you are supposed to know what
devel-packages are

"libvdpau-dev" is nice for Debian
"libvdpau-devel" would be the name on Redhat systems

than there are distributions like slackware or Gentoo

so no, configure is not supposed to guess your distribution and needed
packages
