On Ubuntu there is a package "pkg-config-mips-linux-gnu" which provides 
/usr/bin/mips-linux-gnu-pkg-config (actually just a symlink to 
/usr/share/pkg-config-crosswrapper). Don't know how this is handled on 
Debian.
